I agree with Mr D.k.Jain's posting and his explanaion is good. Modi has worked as CM under a rule of some one who behaved like a maharani, he has suffered with policy paralysis and where centre would unnecessarily press states down and throw spanners in their plans. Several proposals of state govt. are not attended to at all for years at delhi. Politics is played in the name of Planning commission. Planning commission ordered state govt. as to how they should spend their budget. Whatever plans the state govt. decides are watered down. states have genuine complaints against central attitude- No one listens. at least listen what they have to say. may be some times they come with brilliant ideas and programs. after all they are an elected body. more
