Security situation is going from bad to worse.Unfortunately ,RWAs are penny wise pound foolish.We are not prepared to spend money for better and professional security service. One day this happens to our neighbour , we thank the lord that we are safe.But are we really safe .This incident can happen again and next victim may be my family.
We are prepared to go to the mall and spend a thousand on chat/pani puri/movie/pop corn pepsi but we do not want to pay for the services.
I am running a Security Agency.I have been providing services to PSU but now I have decided to concentrate in Noida.I am providing services to one of the RWAs in Noida.I have concentrated on the following acpect:
a)Only Residents vehicles with Stickers issued by RWA displayed are permitted free access into the society
b)Visiotrs vehicles are parked outside.
c) No visotor is permitted to enter the Society without confirming from the resident.
d) Ancidents of all maids and drivers /servants are verified and Identity Cards are issued.They are permitted to enter only after depositing the cards at the gate.
e)Vendours are permitted to enter the society only on Sat/Sunday/holidays.
f)Unescorted children below 10 yrs are not permitted togo out without the consent of the parents.
I am sure we can ensure these simple stems and make our family safe and secure.
We can try to reduce the cost to minimum so that the benifit is to RWA, at the same time we pay the guard reasonablly good wages so that the service levels do not suffer.
Today "Private Security Agency Regulatory Act 2005" is effective in U.P.Only about 600 companies are registered in U.P.under PSARA 2005.But in Noida and Ghaziabad there must be over 100000 security guards and over 5000 companies. So most of these companies are illegal and if we take the services from such people ,we dont have to blame any one else but ourselves.It is the responsibility of RWA to ensure that the services are taken from registered companies who are professionally capable of providing good services.
All RWAs have a lot of monthly collections .Securty and hygine and sanitation should be given top priority.If our family is safe and healthy. we can can work peacefully. If this menace is not stopped ,the day is not far when we are nethier safe in our homes nor safe outside. Dec 16 2012 Delhi rape case has been forgotten even after an effort was made at the highest level but tillnow the trial is on Justice delayed is Justice denied.

Private Security Agency Regulatory Act 2005 (PSARA 2005 ) is applicable.Under this all Security Agencies are requiored to get themselves registered with Delhi Police.They are supposed to work in close cooirdination with the police..Under this Act the following is mandatory for the Security Agency a)Licence to be obtained.You can check the name of the agency and verify from the list of registered Agencies from the Delhi Police Web Site.In case the Agency is not registered ,the FIR can b e lodged with the PS and the Police is required to take action against the Agency and the guard as both are illegal. b)The Guards Have to be verified.There is a Card issued for Police Verification.You can check the PVR (Police Verification Report). If this is missing again Report to the PS. All Guards are required to be verified. The action will be taken against the Agency. c) All guards aresupposed to under go training for 160 Hrs at recogonised institute.You can check and report to police station if not there. d)All guards require annual medical test. Check and report. e) Are guards are required to pass Physical fitness test.Run 1 Km in 6 mins.All civilian guards will fail. If we ensure that guards qualify the above then only employ them.The Principal employer (Resident) and the Agency are accountable for all this . If we ensure all hthese thing then we can ensure the above point ,I assure that we will not get chowkidars but proper guards. Most of the guards are working for 12 hours.That is illegal.The min wages are not provided to th guards, again illegal.The guards are not covered under ESI /EPF, again illegal.There will be no weekly off,illegal.If we have to do something we have to take action to report against the errants. Yesthe effort may may be a drop in the ocean but the result are bound to be there.Or else lets wait for the other chap to bell the cat more

Again I have serious difference in opinion with Col Harjit. For some reasosns you are missing the point made. Moreover RWA has not failed anywhere, it might have not performed or might not have the right priority for obvious reasons....members dont pay good enough subscription or the problem which you portray as a very serious one does not have a poplar mandate. In Vasant Vihar, RWA is doing a fantastic job, be it flyover issue, metro issue, gardens, trees, roads, water issue or security...thru local police. Vasant Vihar is safe. Still many of us have guards outside, nearly all of them a nuisance for neighbours and neighbourhood. Fault lies exclusively with those who employ such guards and DO NOT PROVIDE TOILET FACILITIES AND GRAB WALKING SPACE FOR PEDESTRIANS, MANY OF WHICH ARE SCHOOL KIDS. Colonel you need to answer the last two issues first, before pressing for security issue. more

The problem is when we employ guards in ones and twos.The employer is responsible to provide the basic aminities.Why guard ,even for maids and drivers the employer provides the basic needs for shelter from rain/toilet etc. When there is a central deployment of guards by RWA they are governed by Labour Laws and under the labor laws you are required to satisfy the Labor Enforcement Officer that the basic aminities are provided to the guards As far as RWA is concerned ,they have the authority to ask the employers of these guards the questions.But what my view is that the police has failed ,RWA also has failed ,it is the last resort that the resident is forced to put his guards. oNE COULD HAVE A DIFFERENCE OF OPINION ON THIS AS TO WHAT COMES FIRST. tODAY IN VASANT VIHAR, SERCURITY IS NOT SO MUCH A THREAT AS IT BE TOP PRIORITY. NUISANCE OF THESE SECURITY GUARDS AND SECURITY DOGS IS MUCH MORE. ONLY THING IS IT AFFECTS NEIGHBOURS AND NOT THOSE BEING SECURED more
