(1) Income Tax Practitioners' main source of income is through acting as Brokers between assessees and Income Tax Authorities. They negotiate with Income Tax Authorities to get income of an assessee assessed at a mutually acceptable level and the bribe payable for the same. Usually they add some margin for themselves and recover from assessees the amount which according to them is the bribe payable to the assessees. In addition they also negotiate with the Income Tax Authorities to be given a share of the bribe called for by the I.T. Authority.
(2) A Broker for driving License or a duplicate of such a License which has been lost quotes to the applicant his own figure of charge (say, Rs3,000/- for a new License and Rs.1,000/- for a duplicate). Out of his collections he shares some amount (maybe,Rs,1,000/- for a new license, Rs.300/- or Rs.500/- for a duplicate). As a Broker he takes the applicant directly to the RTO for signing necessary papers and for the applicant's photo being snapped. By means of approach through the Broker, the License or duplicate thereof can be obtained without making multiple visits to the RTO.
(3) Some Brokers arrange to obtain Passports and Pan Cards or duplicates thereof. They charge Fees of Rs300/- to Rs.1000/-. How much of the charge they recover is shared with the staff of the offices concerned is not known; some may make a monthly payment or a case-by-case payment. But the Brokers help to get the Passport or Pan Cards without much of hassles being gone through by the applicants and within 15 to 20 days. more
