Subject- Can India provides Social Security to its 65% poor and unemployed educated youth and achieves double digit growth?
Dear Mr. Prime Minister,
May I humbly request you following for your kind consideration -
1. A social subsidy in India funded by the Union government of India during 2013-14 is over Rs. 3000 Billion and that by various State governments is over Rs. 600 Billion. This huge expenditure of Central and State Governments is questionable in terms of productivity and its accruing benefits for the development of country and its poor. Its shame on the part of any Country and its Government that over 50% population is educated only up to Primary School and 65% Population of poor of which 30% below Poverty Line is surviving on subsidy and their children are in poverty loop even after 66 years of Independence. Subsidy on Food Security (PDS) Rs.1250 Billion, Fertilizer Rs. 660 Billion, Petroleum Rs. 970 Billion, NREGA Rs.330 Billion, Indira Awaas Yojana Rs. 151 Billion totaling to Rs. 3361 Billion needs to be replaced by Social Security Scheme for 65% poor and unemployed educated youth to achieve social and economic development objectives of our country and its poor.
2. Social Security Scheme for 65% poor and unemployed educated youth - Social Security Scheme will ensure Food, Shelter, Education, Health and opportunity for skill development to its 65% poor population and skill development and self employment opportunities to unemployed educated youths. SOCIAL SECURITY SCHEME AS ENVISAGED is developed for three distinct groups covering over 65% of India’s population as follows-
• SOCIAL SECURITY SCHEME for people below poverty line
• SOCIAL SECURITY SCHEME for poor people above poverty line
• SOCIAL SECURITY SCHEME for educated unemployed youth
3. SOCIAL SECURITY SCHEME FOR PEOPLE BELOW POVERTY LINE- Salient features are
• SOCIAL SECURITY SCHEME to be operated through a specific bank sponsoring the scheme and all payments to be made through the bank through smart IPR/Aadhar debit card of the member.
• Member shall be issued Smart IPR/Aadhar Card for him and his family members. This card shall be used as attendance card, identity card as well as bank debit card.
• Under the Scheme one member of each family below Poverty line shall be given employment for 52 weeks in a year and 6 days a week comprise of ten month of work and two months skill development training. Male and female member of the family can avail for 6 months each.
• Member shall be paid Rs.3000/-per month.
• Each family member shall be provided two meals and two Tiffin each day through community kitchen to be managed by all members’ family members. Entire cost to be equally distributed on all members of the scheme.
• Food, fruits and vegetables to Peoples covered under SOCIAL SECURITY SCHEME to be provided at procurement price.
• Each family shall be provided with one well planned 270 sq.ft. carpet area shelter on ownership basis as per national policy. Actual cost to be recovered through Rs. 1000/- p.m. installment.
• Sponsoring bank shall extend up to Rs. 20000/- per member as low interest loan to the community for purchasing milk cow, buffalo, sheep, chicken, fish farming or putting cottage industry.
• Either side of 4,245,429 km long Indian roads, Government land to be allotted on temporary lease basis to the community for cultivating flower plants, fruits and vegetables growing and putting highway shops in addition taking care of village road and pipelines and other services laid on sides of the village and other roads. This will improve economic health of community members in addition of maintenance and beautification and security on roads.
• All family members of the community shall be group insured for accidental insurance up to Rs. 5 lac and medical insurance up to Rs. 3 lac. Cost to be distributed equally on all members.
• Children of the members shall receive free education and skill development up to 21years age or graduation.
• All members shall have free access to primary health center for medicine and treatment.
• After meeting expenses and bank installments, balance amount to be credited in member’s account for him to withdraw at his convenience.
4. UTILISATION OF SERVICES OF MEMBERS COVERED UNDER SOCIAL SECURITY SCHEME FOR PEOPLE BELOW POVERTY LINE-
• All farmers shall be provided man power required by them at a subsidized rate of Rs.1500/- per month for the duration of the crop. This will offset subsidy withdrawn on diesel, kerosene and fertilizer.
• All village industries set up by educated youth to be provided man power required by them at a subsidized rate of Rs.2000/- per month. This will encourage educated youth to set up industries in villages if attractive loan facility is extended to them.
• Remaining man power to be trained in various discipline such as Police, health service, construction, farming, various village industries and their services to be used in respective discipline as well as implementing various projects and also retailing of food grain, fruits and vegetables through FCI and forestation and beautification of village.
5. SOCIAL SECURITY SCHEME FOR POOR PEOPLE ABOVE POVERTY LINE- To avail the benefits of SOCIAL SECURITY SCHEME each family needs to pay Rs. 3000/- p.m. and avail all the facilities as above.
6. SOCIAL SECURITY SCHEME FOR EDUCATED UNEMPLOYED YOUTH- Those unemployed youth wants to work or set up village industries shall avail SOCIAL SECURITY SCHEME in addition also receive stipend of Rs. 5000/- to Rs.10,000/- per month depending on qualification for work in schools, health centre, FCI godowns etc and other projects being implemented in villages or financial assistance and subsidized man power to set up village industry.
7. COSTING OF SOCIAL SECURITY SCHEME FOR PEOPLE BELOW POVERTY LINE- 30% population or say 6.5 crore families below poverty line are covered. It shall cost Rs. 2,340 Billion per year.
• 50% of cost towards SOCIAL SECURITY SCHEME shall be recovered from hiring out man power to farmers, village industries and utilizing them in various projects being implemented in villages, tehsil and district.
• India is spending over Rs.400 Billion worth in Foreign Exchange every year in importing wood and wood products. India’s national policy expect to invest Rs.1600 Billion by 2020 to pursue afforstation coupled with forest conservation, with the goal of increasing India’s forest cover from 20% to 33%. This could be achieved through India’s 8% tribal poor population in addition to addressing environment concern of the country.
• Extensive storage and cold storage facilities to store food grain, fruits and vegetables for at least one year capacity at village level could be built up to save millions of Tons food grain, fruits and vegetables worth Rs. 1900 Billion being wasted every year.
• Retailers are currently paying more than three time prices than what farmers get. Retailers shall pay only twice the procurement price after subsidy towards food, fertilizer and diesel is abolished. This will save at least Rs. 500 Billion every year even after meeting storage, distribution and retailing cost by FCI. Under the scheme Farmers to sell its output cleaned, packaged and leveled indicating weight, procurement and retail sells price to FCI so as FCI could dispatch for retailing without wastage of any time.FCI to establish retail chain as existed today and further strengthen giving them reasonable profit margin say 15% to 20% and arrange distribution network on contract basis.
8. Saving after withdrawing Subsidy on Food Security (PDS) Rs.1250 Billion, Fertilizer Rs. 660 Billion, Petroleum Rs. 970 Billion, NREGA Rs.330 Billion, Indira Awaas Yojana Rs. 151 Billion totaling to Rs. 3361 Billion could be utilized for Social, Infrastructure, Research and Rural development projects. Union government of India can spend every year Rs. 6.2 Billion in each and every Parliamentary Constituency Area for development works in consultation with respective State Government, Members of Parliament and legislative Assembly and Gram Panchayats.
9. FOLLOWING SCHEMES TO BE TAKEN UP ON PRIORITY BASIS-
• All weathered district and village roads.
• Research facilities in Farming and Farm Practices are to be established to improve Farm Productivity in each Parliamentary Area.
• Extensive irrigation facilities are required to be extended to each and every farm to yield three crops a year.
• Land needs to be identified for housing, community kitchen, domestic animals, Primary health center, and nursery for plantation, village industries, and school for 10+2 classes and play ground for children for SOCIAL SECURITY SCHEME in each and every village.
• At Tehsil level one degree college for Art and Science, Agriculture, Games and Sports, ITI, 100 Bed Hospital, FCI Storage and distribution facility needs to be constructed.
10. HOW TO IMPLIMENT SOCIAL SECURITY SCHEME AND VARIOUS PROJECTS WITHIN PARLIAMENTARY AREA-
• There are 543 Parliamentary Area, P.M.O. should appoint one Chief Executive Officer giving Full Powers to undertake any approved projects as per guidelines within the area at the cost of Central Government and report to Central Government and Respective State Government. Each State Government to appoint one Dy. Chief Executive officer Responsible to Co ordinate and take approval of concerned competent Authority within the State Government. Respective Chief Executive Office shall be connected to P.M.O. and respective C.M.O. through computer network. Each C.E.O. office shall have full details of all beneficiaries of SOCIAL SECURITY SCHEME; bank A/c details, various schemes being implemented at village, Tehsil, and District level. Over Rs. 10 Billion every year for development of a Parliamentary constituency and SOCIAL SECURITY SCHEME shall be adequate.
• Each CEO shall be assisted by Town Planning office, Local CPWD, PWD, PHE, CMO and other Central and State Govt offices. These offices shall be utilized for Planning and Execution of various approved schemes/projects with the assistance of Local M.P. and M.L.A.s and local village Panchayats.
• There shall be a Bank financing Social Security Schemes and various projects within Parliamentary area at district, tehsil and village level as envisaged. Bank shall release the amount after verifying progress as per approved plan in various stages directly in beneficiary account in the same bank. Consolidated amount to be released by PMO upon recommendation of CEO to the bank.
• Priority to be awarded to implement projects for food storages and cold storages, schools, colleges, community kitchens, village road, hospitals, irrigation at village and tehsil level. Subsequently housing and other projects to be undertaken.
• Once Project details are finalized by Town Planner in consultation with all concerned, same needs to be approved by CEO as per policy guide lines of CMO and PMO. Contracts to be awarded to the contractor on specialized manpower and machinery basis. Materials and labours to be provided by CEO. Payment to contractor to be made upon recommendation of concerned village Panchayat and Town Planner, by CEO.
• CEO to purchase material from village industries setup and other manufacturers on specially negotiated price by PMO office for Cement and Steel.
