Dear Sh. Surendar, This practice is common with all builders. Try to seek unified view from concerned neighbours/affected people. Then Speak to the owner/builder. If this fails there are legal avenues which are longer but sure to win. Environmental concerns are great these days. You can send a complaint to Pollution control board office about the dust/noise/debris for which it is bound to send notice to concerned owner/contractor/builder. I am you would get relief after some struggle provided you are prepared to undertake with your neighbours. I can cite relevant environmental rules for such disturbances. more
