12520 Kamakhya-LokmanyaTilak Terminal Express Train

I had recently travelled in this train (12520) from Khagaria (KGG) to LTT. The coach condition was pathetic to say the least. Flush was not working in any of the washrooms. And with bio-toilets fixed, one can imagine the plight of ppl using toilets. In fact, one of the toilets had to be shut and could only be opened for use after cleaning at Itarsi. AC was also not working properly and for some time AC was completely off. The coach was infested with rodents and cockroaches.

Further, given that it's a AC train, I was shocked to see vendors and beggars moving around in train. This need to be checked and controlled.

Why can't someone check before train departs from originating station whether everything is in working condition. Just like for aircrafts, where flight engineer needs to sign off whether the aircraft is fit for flying or not, why railways can't have a similar system??
