The laying of roads in Chennai is nothing but a money making racket. Quality is always poor, so that someone can make money next year, too, when the road has disintegrated again. The contractors, those who award the jobs and those who pass the jobs are all in a nexus. Layer upon layer upon layer of poor work. Over the last few years, the level of the top layer on Besant Avenue, where I take a walk every day, has risen by at least half a foot, till it is now higher than the footpath level at places.

The racket runs like this: every year shoddy relaying of the rod is done. There is no digging up and relaying, but new layers are just piled on top of old layers and the road level keeps rising. The shoddy material used is calculated to barely last one year, so that the next year someone can again make some money.
