H R D have not yet reviewed past MISDEEDS in the firld of higher education ! example during 1989 - 97 CPM in west bengal captured
students by forcing /creating fear in marks of post graduate courses so tha UGC rules take over later THAT 55% NEED BE WIPED OFF FOR ENTIRE PERIOD OF CPM RULE AS MANY ARE SUFFERING!
SEE OVERALL PERFORMANCE AND WIPE OFF 55% BARRIER!
THAT WILL BE A GREAT REFORM!

HRD has not yet reviewed past MISDEEDS in the field of higher education! During the prolonged CPI(M) rule in West Bengal, two generations of students were forcefully coerced to actively/passively support the left movement by arm-twisting them using marks in the graduate and post graduate examination as a weapon. Once the marks are pinched off, later the UGC rules regarding marks would ensure that these students would have no future in the research and education line. Therefore my humble submission is that after checking the overall merit of the candidates, the blind implementation of the 55% /60% rule should be waived off, for meritorious students. In brief merit and calibre of the student should become the only index of qualification, not the marks obtained at the UG and PG level.
THAT WILL BE A GREAT REFORM!
