Maharashtra Govt can be rated as an organization with its momentum but bogged down in routine and overcome by events. The executive powers are delegated to administrative officers i.e. I.A.S. officers but unfortunately they have surrendered their powers to elective members , Some of the officers are in direct completion with political leaders who indulge in corrupt practices. Corruption is a widespread scourge in Indian /State governance but unfortunately there are no incorruptible officers who stand out from the norms though threatened by their political bosses. We need honest officers who will never buckle under the pressure and continued to work undeterred. Is it expecting too much? I think the IAS cadre (once considered as steel frame of Administration ) has outlived its utility , rusted and therefore hould be eliminated /discarded
