U.P. had the largest no. of handlooms during 1970 to 1990 ,almost all districts rural areas were producing Handloom fabrics with an employment potential to more then 25 to 30 lacs, & during the period State organisation U.P. Handloom Corporation & UPICA was supporting agencies for marketing the Handloom products.But now if Govt. Makes a real survey hardly 50000 to 75000 Handlooms are in existance that too for misutilising subsidy available in differents forms, now no one will find any brand of handlooms in U.P. even Banarashi Sarees are now being produced in Power loom Sector, the main reason for downfall in Handloom sector of U.P., is lack of skill,Corruption through subsidy, non professional attitude of Govt. Organisation,lack of value addition. On the other side in the Southern part of the Country most of the District of A.P. States are branded & famous for minimum one product as Brand name. Therefore if U.P. Govt. wants Survival of Handloom sector which is still having largest potential for employment generation may focus on concept of developing one pocket or village for one product by infusing best trainer i.e. Handloom master weaver, processor & designer. In my opinion all national or state awardee of these field available in the state may be retained by Govt. as Master trainer /Consultant to train the sector at every selected village/pockets for minimum 15 days in a month for six month to develop unique product. e.g. Lucknow is famous for chikenkari with the combination of beautiful weaves looking like chikenkari may be developed surrounding Lucknow areas & branded as Nababi Super fine Handloom fabrics.likewise in other areas also & instead of big Govt. Organisation these pockets may have hubs for E-marketing their products on line like Go-Coop Or APCO. All Pockets be designed & developed Under PPP mode by a pool of Experts of the field including one member from awardees.
