I fully agree with Mr. Virmani. I would say that why they bill on average basis instead of actual because average is straight way leads to corruption. In fact Meter reader should take the reading verified by the resident (taking his / her signature on the reading). By this I hope 30% of billing problems can be minimized.
DHBVN has the poor response system to the consumer grievances. Surprisingly even the senior most official is also unresponsive. Adapting to unethical business practices by taking average reading basis of summer in the winter season thus collecting huge interest free money. Corruption exist in meter readding business where the bills are raised with higher reading and then taking money from he consumers in carrying out necessary corrections in the bills.
