Mr.Anupratan is 100% right. But where is the administration?

Malpractices of “Jana Ahar” at Nagpur Railway station.
On 13th October, I went to “Jana Ahar” at Nagpur Railway station at 20 hours to take my dinner. I observed the followings;
1) The veg/nonveg / Parcel thalies are issued to the passengers only on the basis of one small hand written piece of paper.
2) I took a veg thali , costs of Rs.35/- only with that small slip by paying at counter. I asked that counter clerk how he is maintaining the account just by issuing such a small hand written piece of paper?
3) This business is looking like a road side “wada Pav” seller who is the sole authority of everything.
4) But the Railway catering is public money and the same should not be misused.
5) Some where I read that in Indian Railways, the highest corruption is lying in Catering services. Is it true? Times of India published that contractor minted money of 282 Cr in “Rail neer” dated 18th Oct`15.
6) Then I asked this question to that counter clerk. The reply given by him was immature and could not be understood by me. I understood that these counter clerks are not so qualified to reply but knows only mis appreciation of public money.
7) I approached to the Dy. SS on duty who called Mr. Kundra , Chief Catering Manager and Mr.N.C.Jha , Base kitchen Manager.
8) Both of them tried to specify me that their system is quite OK and told that there is proper accountability of every item.
9) I asked them that 2 years before , the items were issued by Printed Railway`s book putting carbon below. Why that system is stopped now?
10) The answer was it is because of huge passenger crowd.
11) Mr. N.C.Jha , took me in to the kitchen and showed how the items are issued but I understood that it was just eye wash.
12) The water bottles and soft drinks can be monitored by checking incoming stock vs present stock. But the thalies and parcels cannot be monitored by issuing a small chit. It is absolutely a corrupt practice done by all the catering people.
Hence my suggestions are;
1) The system of issuing small hand written chit must be stopped.
2) Have a computer immediately, and to take print out of each item with price and then issue food.
3) Till computer comes, print coupons with serial number, food item and price. Must be stamped by authority. Tear coupons and issue food. It will save times also.
4) The system must be audited time to time by third Party.
5) The quality and prescribed quantity in each thali should be audited surprisingly. For example, it is mentioned that curd should be 100 gram, but in actual it is hardly 25 grams.
Conclusion:
We highly trust on you that this bad system will be terminated by your leadership.
We also believe that there are Good people in Railway Management who will curb such bad practices.
