Kerala Water Authority

No water for about last 9 years. Since meter reading static they report faulty meter. I wrote to them that there is no water in service pipe for which they blame my meter. I am paying minimum charge plus fine for faulty(?) meter though i challenged a demonstration of water availability at the meter spot.

Recently we have received an arear bill for water consumption of Rs72280 from 2010 . We are only two senior citizens staying here .Every year we will pay the water charges in advance for the next year and when we pay, they will calculate all arears and give a bill and we pay . On receiving this notice we sent one registered letter asking certain details .But they never responded .Hence we sent another registered letter .That also never responded . I would like to know for the last how many years arear payment they can send notice .What I can I do for this
