Pathetic. Only lip service to cleanliness and no one seems to be sincere, as people in positions do not subscribe to the concept, as they are so used to unclean surroundings. Centralized garbage processing is still the 'centre' of various proposals, which has failed miserably in the past. Decentralized waste-management is the only way to achieve the mission, as public protest can be overcome, as it is their own waste being processed in their own territory. The inconvenience is merely a peril by default.
People pay (average Rs. 150 per month per household) to collect garbage from their homes. The garbage pickers do a meticulous job in that they collect waste from door steps without any interruption. Unfortunately, the garbage they collect end up on the waysides as the corporation do not have a garbage collection plan from the waste pickers. It is this missing link that triggers collapse of the system. Without creating a support system, the municipality cannot ask the citizen to keep the city neat and clean. Even if it is at the cost of freezing all other development plan for one year, the entire resources of the corporation should be deployed in building up an efficient, credible and effective waste management/processing system for the city with long term objectives. Rules of garbage disposal needs to be initiated and should be implemented and monitored with an iron hand, allowing no exception to anyone, however, important and influential the person be.
