Whatever has been happening over more than six decades is the main reason for the demographic changes. Priority and financial assistance given to any specific section of society temporarily, even by the constitution, has always resulted its continuation to perpetuity. In addition this has always led to the misuse by a small fraction of the section while the masses of the same section continue to suffer.
This method is obsolete and must see a sea change. The assistance shall always be based on economic status, educational status, women, differently abled, infants and nursing mothers, women going through motherhood, senior citizen, and sick. Bias and leakages must be prevented.
Laws must be revisited to meet these needs. Some constitutional provision must also be revisited.
