I will just state two practices which are sufficient to rate them as single star:
1. The company is having worst payment remittance system in case of Dolphin connections. The cheques dropped in the cheque drop box well before due date of payment are taken out after many days and the subscribers are penalised for delayed payment. The delay is attributable to MTNL own inefficient system of cheque drop box managment. RTI information revealed more than Rs. 75 lakhs collected on a/c of delayed payment surcharge. This is well unethical business practices
2. The company which is a PSU has also started adapting to unethical business like other private telecom operators. The complaints are shown as resolved within 3 days of complaint without even attending to. This is due to aviodance of penalty as laid down under regulations. One cannot surprise with such practices by private operators but MTNL being PSU is disreagrding to the ethics of PSU system and belief.

MTNL Chembur,
I wanted a new Landline and Broadband connection. I was vaguely aware of the requirements but not precisely. So armed with the regular documents needed for such purposes, I approached the MTNL Chembur Naka Office.
The lady was very patient and guided me through all the steps and yet fast enough to complete the procedure in less than ten minutes. Then she advised me to approach the operations office, which is about two km away, to get the line quickly, i.e. less than nominal seven days.
The officer in charge informed me that he does not have stock of phone units or the wire and the work will be delayed. Yet on the third day the MTNL staff installed the landline at my residence. After another six days, including holidays and off days, the broadband line was installed.
I had seen some complaints regarding MTNL on this site and this was entirely different experience than that. A lady had also reported the staff asking for bribe, but in my case, except a glass of water, which I offered, they did not take anything. I think the staff behaviour is not universal and there are number of efficient staff. And getting good staff depends entirely on your luck. For me MTNL Chembur office staff was exceptionally good.
