There appears to be no sense of urgency in responding to calls and the tendency of avoiding work for various reasons including jurisdiction is obvious. The constables posted on the street are not aware why and what for they have been posted. There is total lack of training. Decentralization has taken place several years ago and though it is a step in the right direction, it has not been successful in Mumbai, because many senior officers who sit in South Mumbai do not understand or are not prepared to understand the basics of the concept of decentralization. Corruption seems to increasing and police officer sitting on duty thinks that he is running a shop.
