I am from agricultural family from my mother's side,though i have moved away to a white collared job long ago,i am very much attached to farming community , Currently i have been visiting my cousins, who decided to stay back to be a farmers, And Now... it is painful see them losing interest and selling their lands to make ends meet.. I have discussed with them and motivate them, but they always end up with one point, "WILL NOT GET GOOD PRICE FOR THEIR PRODUCE" , in fact they say, the economics is always on the loss side, hardly in profit.. The truth , the prices we pay in Metros /Cities or Towns are not, any where close to their price for most of the farmer's produce,.
Let us have an example , Mullebaghal in TN/Karnataka border is one of the largest producer of Tomato, On most days they sell at Rs 1 or 2/kg, Have we any time, in the last 10 years got Tomato at Rs 5/kg..never, tomato is Rs10/- and above,
Who is taking the remaining????? Transporter 0.50/kg , remaining is 7.50+ goes to The Wholesaler, middlemen and retailer...375% more than the actual farmer.. Does the Agricultural ministry thinks it fair..
Time has come for the ministry to think out of the Box.Let me place some out of the box thinking to kindle your grey cells.
1.Start a National level cooperative society with Central government[read Agricultural Ministry] as the patron with a good contribution from the Ministry
2. Let each farmer at the local circle form a cooperative societies , where member contribute Rs 100 to the own society and Rs 50/- to the National Cooperative.Make Bank account mandatory in the farmers name for membership.They will all be under the National Cooperative .
3. .Now that we are Technology savvy , Information technology has to come to play, Create a Master Server with Five regional server say, North, South, Central , East and West .
4,. Create access point[ laptop/pc with internet ] to each Local cooperative society and link them to the national server through the regional server.
5. Create similar access points at all whole sale markets across the country.. The access point should be run by the cooperative societies and the employees can be chosen by the societies on rotational basis. Wholesalers/Bulk Buyers can get direct access for a subscription , Here also Bank accounts should be mandatory for buyers.
6. An electronic display system should be placed at the access point indicating the price for the next three days , which will be less on the third day, slightly more on the 2nd day and more for the first day.
7.Based on the above pricing system , An triple level inventory ordering system can be created, Which is ,say, For tomorrow , it is CONFIRMATION, for day after it is TENTATIVE and for 3rd day it is INDICATIVE, This is to enable the farmer to plan his harvesting accordingly and not waste production. Their should be a provision for the Cooperative societies to indicate excess availability , for transferring to other areas/markets.
8.The wholesaler can intimate the the quantities required earlier , by paying a token advance for each day.
9. Based on the requirements received , the server should equally divide the quantities to the societies belonging to that particular areas .The farmers on instructions from their cooperative societies , should harvest and keep ready for delivery/ pick up by the transporter.
10.The central cooperative society should negotiate with an annual rate contract with regional and state wise transport contractors with penalty clause for timely pick up and timely delivery and disclose the rate to the societies .
11. The National server , should also see to that an excess productions are shifted to neighboring states or regions , so that the farmers are adequately taken care.
12. Since all transactions will be through bank , a 3% of the bill value is to be deducted , from which 1.5% should be kept at as reserve fund in the society and 1% is to be paid for premium for the any loss due to natural calamity and pests and 0.5% for losses during transportation.
This is just a framework of my proposal, and i would like to see the ministry come up with some out of the box thinking, as we are all aware that the agricultural interest is waning , and if we do not arrest the slide, we may end up importing all our needs from other countries. Hope there will be a quick actions.
