There is no proper policy hence no licensing. Any body can become hawker/ street vendor without any condition. Only condition is Pay when asked (not to govt. machinery but extractors).

Vendors and hawkers are the main cause of encroachment.

The hawkers and vendors can be found on all major roads and every small street. They encroach most of the road and there is never any action to remove or regulate them. Its one of the biggest menaces in our city.
