Is it just stubble, can odd even help or some other measure are needed

The problem of air quality index always dropping for the last 15 years or so is blamed on punjab/ Haryana farmers but are they the only culprits. Do the local farmers really have any other cost effective means to remove the stubble does the government machinery support it, are there enough education drives for those poor people or they have to invest their own money and time always.
Is odd even the only solution,
Is banning plastic the solution to end all issues or is it just a move to divulge from the real issue,
We as citizens and educated ones have to see what can be done to churn this government machinery because they do not act on their own.
The dumbing and poisonous foam on the yamuna during chath puja is there any plan to clean the river or the government plans to declare it a dumping ground for the illegal factories which are jus outside the delhi government border line. Can centre and state no work in harmony. We pray in these rivers on the other hand slaughter house wash the blood into these. I am not a vegetarian but i do care about the fellow citizens.
The garbage collected from various colonies in Gurgaon/ Meerut and some other parts are their enough dumping grounds are these activities inspected, there are local vendors who also collect these what about them.
The burning of cardboard, bottles caps and some jute/nylon bags does that not affect pollution.
Can 5 micron bags be burned in open.
There are many such unanswered questions and people are busy with Indo Pak, Ayodhaya, Chandrayaan, GST and many other such events are they really that important is there no other way my India can grow
