Many, if not most, of the civil litigations are related to land disputes. Of late land use disputes related to environment are also on the rise. A close analysis may show that that ignorance or wrong interpretation of land records is at the heart of most civil cases. Uncertainty about of land records or its manipulation is not infrequent and it becomes easy in “absentee landlordism”. Sufferers include the aged and those land owners who are working outside the state, like the army, central government agencies or in private institutions. Resurvey has created more confusions than solving land related problems; to that extent the courts are increasingly refusing to take cognizance of the re-survey records as many of them are not correctly linked with old survey records (call it correlation?).
