If the Kerala Investment Promotion and Facilitation Bill presented and being discussed in the Kerala Assembly is diluted by amendments to the effect of retaining the rights of the 'Unions' in claiming 'Nokkukooli' even if loading/unloading is carried out by the business owner by other means. Similarly, if such rights exist for 'Unions' with business owners, they (unions) will continue to extend that to make it their 'rights' to exhort undue money from households or private individuals (non-business owners) for loading/unloading domestic furniture, utensils & appliances, building materials, etc. as practiced at present, even if the private individual/household is outside the purview of the Kerala Head Load Workers Act 1978 (with its applicable amendments).
