Refund for waitlisted tickets

Sir,
I booked a rail ticket (PNR 6311552269) online through irctc.co.in on 18.02.2018. It remained waitlisted after chart preparation. As I had also opted for VIKALP for a train departing nearly 1 hour later than the first train, I waited for message from the Railways. However, there was neither any information nor the refund for the ticket. Now, irctc website says that no refund will be given for the waitlisted ticket. This is clearly unfair on the part of Railways because the passenger can not travel on waitlisted ticket and he also does not get refund unless cancelled 30 minutes before the train leaves. What is the recourse if the Vikalp trains depart 5-7 hours later than the first train.
Earlier, waitlisted tickets were refunded automatically. Many unwary passengers are being fleeced of their hard earned money in this manner. It is requested that instruction may be given to refund money of passengers including mine who have suffered due to the unfair and unjust conduct of the Railways. It is also requested that reasonable time after the departure of train (including vikalp) may be given for cancellation and TDR filing.

Dear Sir,
As soon as Tatkal quota full the system has to run the ticket allotment immediately. this will help passenger to know their status of reservation. This will also help passenger to book ticket between which station seats are vacant & this available seats list is also displayed on separate tab under train no wise.
By doing this passenger may know their status before 20 to 44 hours of Journey instead of 4 hours( at present the time of chart preparation ).
By doing this Railways has no revenue loss . but they will get additional revenue for seat available for intermediate stations.
Apart from This all VIP Quota Should be charaged Tatkal Fare. This will also reduce crouption envolved in VIP /HQ Qouta.
This will also help to stop the corruption by running TTE staff. and railway can also reduce the number of TTE in running trains minimum by 50% doing this salary of 50% TTE we can save
