I had applied for my LL and the payment has been pmade but when I approached the rto they denied making the LL and asked to apply for a fresh application. And ask me to cancel the current application.

I called the sarathi support number and they told me as the payment is already made I need to check with the rto again for the details, the rto officer told me I need to cancel the application and the refund will be processed Later the sarathi mail support told me that the application needs to be verified in rto, I explained the issue again, then as I was asking about the refund process they claim they are just design and development
department and I've to contact the rto for further details

1. Proper information was not provided

2. They accepted they payment for services to be provided

3. The rto denied providing the service saying new application needs to be submitted even though sarathi website shows all documents are in order

4. Not providing refund

I sent mail to public relations officer of the rto and state transport depart but no reply was received from them. I even filed a complaint on National Consumer Helpline but they asked to contact the rto but even after visiting the rto multiple times they did not provide any resolution or details.
