For obtaining permission and approvals in India, the form filling is complex. The official involved is vested with total discretionary power in accepting , rejecting or ignoring any application. This breeds corruption as the seeker is forced to compromise and bribe. The official is forced to seek bribe, because, he ,in turn, has bribed someone above him and finally it reaches a politician as the politician controls appointments, promotions and transfers. This is the root cause of corruption in India. If they remove this power of the politician, the corruption and harassment can be drastically reduced.
