The TRAI is mandated to make TV viewing enjoyable for the viewers as well as profitable for the DTH and Cable operators as well as the channels. A mutually agreeable consensus is required which can take care of interests of all stake holders. Following is suggested:
1. The rates of the access to each channel should be fixed for a period of one year and then reviewed.
2. The channels need commercial breaks. These breaks should be limited to not more than 10% time per hour of telecast.
3. The advertisements/ commercial breaks should be for 5 minutes before and 5 minutes after the main program. There should not be any interruptions/commercial breaks during the telecast of the program.
4. The telecast program should be visible on full screen. There should not be any picture in picture or multiple windows to accommodate the advertisements.
5. There should not be any running notices/ advertisements at the bottom of the screen which could block the content including subtitles if any.
6. The channels must display the contact details of TRAI for the consumers to lodge complaints about unfair practices/ breach of TRAI guidelines.
