When a wait listed passenger cancels the ticket due to non confirmation, Railways deducts money while refunding. As it is, it appears, it is artificially created waitlisting of bookings, by blocking available accommodation, though can not be proved by common travelling passengers. For a service not provided, how they can charge passengers? This is an issue of concern for mass travelling railway passengers. Full refund should be made against all unconfirmed tickets, if not confirmed, against cancellation automatically. No need for the passenger to cancel, as , in any case, they are not allowed to board the train.
