Given the current COVID situation of Test Positivity Rate (TPR) of 5-15% range in all districts of Delhi and NCR, should stricter norms be imposed to contain the spread?

P.S. Delhi’s pandemic GRAP plan calls for restrictions over 5% TPR but it has not been implemented
