Inputs sought on items and approach to enforce Single Use Plastic Ban

In a different post, some of you had given inputs earlier on how to enforce the single use plastic ban with majority wanting a phased approach on banning single use plastic items. This will ensure that disruption is minimised in people's daily lives and among business an trade. Below is a two phase breakdown of how India should implement the single use plastic ban. Kindly review and share your inputs on items as well as the distribution into two phases.

What single use plastic items can India ban in Phase 1
1.Polythene carry bags below 50 microns
2.Plastic spoon and forks
3.Plastic straws
4.Plastic lids
5.Plates, bowls, cups
6.Plastic food wraps
7.eCommerce packaging materials like bubble wrap, air pouches, etc.

What single use plastic items can India ban in Phase 2
1.Plastic Water bottles
2.Plastic soft drink, juice bottles
3.Plastic caps
4.Confectionery packaging
5.Gutka packaging
6.Plastic milk packets
7.Plastic water packets
8.Poly packaging used for snacks, biscuits
9.Poly packaging for grains, spices, etc.
10. Plastic shaving razor
11. Plastic tooth brush
12. Plastic tooth paste tube
13.Toiletries (shampoo, conditioners, liquid soaps, soap) packaging
14.Plastic packaging used in medicines
15.Plastic packaging used across all other industries (auto parts, hardware, etc.) more

Banning use of plastic is no use. For that we have to have police for each citizen. Better is to stop manufacture of those single use plastic items. If it is not available no one can use . more  
First of all Govt should ban Manufacturing of these items,then whole salers and distributers should also be banned.Then only any act will be effective. more  
The licence issuing authorities must take the responsibility. more  
Since Health is Wealth, any plastic packaging used for food and medicine should be banned. more  
When GoI is not going to Ban manufacturing any plastic items this debate is waste of time. more
