10 model districts for success of Govt Missions

One of your key inputs has been the creation of 10 pilot districts in the country where every mission of Govt of India is successful and a show case for rest of the 600 districts in the country. These districts should be examples of high civic sense, no corruption for citizens and business, fast turn around times for all Govt actions, high quality law & order. Also, you have suggested that the collector along with project directors for each mission in these districts appointed by the Central Government and working closely with the State Government could be a potential working structure.

Kindly share how the Government should go about taking this from an idea to actual implementation. Please be as specific as possible on the operational model. It is critical that such a model be implemented at the earliest as it can be the basis of a district level and sustainable transformation with high on ground impact.

It's Easy...Tell the political class (MP, MLA, Sarpanch, Municipal Chairman etc) to ACT HONEST..others will follow them in no time and every scheme can be implemented with ease.... imagine we are struggling to create 10 model districts out of 600 (1.6%) more  
If it is designed as a pilot project a central set of new officers have to be entrusted along with a supporting team to be a core team which can brief ,implement through DM,SP .cooperation of local elected rep can be sought after briefing and involving them. Any clash with central team on implementation has to be avoided and they hold the final verdict. As suggested by Sunjay Chakraborty a profession institution can design the project suitable to all districts in InDia . All corrupt, below par capacity individuals must be shifted before starting of the project with out fear or favour. All performance info must go to center first for evaluation and action. more  
First these model Districts are to be chosen from BJP rule State and those one who is performing well. Once the Districts are chosen after that the local representative from panchayat Adhikari to MPs are to be briefed and appraised and give them the complete responsibility for the project. Later the local District magistrate and Collectors are to be appraised and get them involved. Once the project have been appraised to them a time frame to be drawn for completion of the projects. The designing aspect of the project preparation have to be given to a professional institute who has the expertise on this field. Then fund have to be allocated and later jobs to be given to professional companies to handle. Core team have to be formed for any inputs and suggestions. No red tapes and corruptions to be allowed. The project reports to be briefed to the PMO in a regular basis. more  
Make the local MLA,Corporator, Mayor accountable for all actions in their ward. They cannot pass the buck to Commissioners/Contractors. They need to work with the civic authorities to ensure that issues are resolved (including roads, footpaths, garbage, traffic, parking etc.). There are enough apps today where one can report issues. They need to ensure that these issues are resolved more  
Backward districts' development initiatives under Central government programme have found to be not sustainable. Selection of such model districts often turn out to be an area of hot political debate.Instead a strong monitoring agency need to publish and share gaps in the aspects of implementation ,month wise, of major schemes in a given district. It does not matter if 10 districts are taken up for intense monitoring at the first instance. more
