I would like to add to my comments that at present some of the agencies like BRPL, a power distributing company in Delhi, charges for all online payment whereas others like Delhi Jal Board has stopped doing so. These organizations should stop these additional charges for payments through bank transfers. more
I am doing online payments and also using my credit / debit cards for payments across the counter. I think I can sum up the issues as under. 1. A cash transaction has no record of the income of he seller and the expenditure by the purchaser. Both are able to conceal and so are happy with this. 2. By paying through a credit card, the purchaser gets a credit for up to 50 days whereas the seller gets the payment within a day or so. The bank also gives some reward points to the user of the card. The bank spends money on the credit extended to its customer, its staff and other incidental expenses. These are levied on the seller who may like to add these in full or part to the cost of the service / product. The bank may not be spending in case of debit cards. 3. Thus in case of credit cards, the bank has to recover its expenses and it is the seller who is to decide whether he wishes to pass on these charges to its customer by way of a charge or increase in selling price. In order to popularize cashless payments, waiving off these charges for a limited period is understandable but neither the bank nor the seller can be forced to waive off the charges for all times to come. 4. Almost all the banks are now issuing ATM cum debit cards to its customers. Their use can be made free of charges as it does not involve any credit to the user. It is just like withdrawing money from the account and unlike ATM machines, no extra manpower is required by the banks for replenishment of cash or security. Those willing to accept or spend accountable money will or may be already finding it convenient. more
