2,786 Crs for AMRUT - Accountability?
Just saw a news item saying Ministry of Urban Dev has released such a huge amount of 2786 Crores for for urban rejuvenation in 89 cities located in states of AP, Gujarat and Rajasthan. My question to MOUD are:
1) How were these states picked?
2) Were citizens consulted in this process?
3) How will you ensure the municipal commissoners/mayors and others use these funds and not fund siphon off the money to their related parties
4) Why is there no citizen consultation or citizen monitoring body .
I am afraid, releasing such large amounts without effective delivery plan and reporting structure will cause more problems than solutions. Will MOUD be accountable for loosing tax payer money if MCs siphon off these funds.
Since you are part of this circle, we would like you to consider these issues and advise if you have thought through what is to come. more

For this type of expenditure , citizen committee comprising of eminent\common people must be formed to ensure quality services, works and corruption free implementation. more

Unless the central and state govts weed out corruption from ULBs no rejuvenation or amrut plan will succeed because funds would flow into the pockets of the functionaries. more

Audit should be done every quarter or so of funds spend. The Municipal should make all accounts info online. more

I think Govt. expenditure could be checked at each level by different people besides CAG. More over lets build India trustworthy and not doubt everyone until found guilty. more
