There must be car dealers and mfrs lobby behind this. The pollution norms could have been strengthened & enforced diligently. We cannot take examples of developed countries. However even those countries do not impose blanket ban. In India a lot of people from middle income group may not be able to buy a new one. Moreover the country shall be wasting a lot of resources in this exercise more
