Depending mainly on complaints or information received with regard to cases of corruption would amount to discrimination against some of the corrupt and to relying on a random approach.
It is widely known that there may be no walk of life in which there is no Corruption, including Education, Healthcare, Politics, Investments and expenditure involving large value, collection of Government Revenue etc.
My suggestions are as follows:
(1)Select, first, Authorities in lines of activity and individual cases therein involving the highest value--e.g., Irrigation Projects, Income Tax, Criminal cases involving severe crimes, Vote buying by bribing the electorate in cash, grant of medical colleges, medical seats, Government Hospitals, grant of licenses for big projects etc.
(2) Assign one day to a line of activity, that too by rotation so that the suspects cannot come to know in advance of the day when they will be targeted and guard themselves
(3) First examine Records of properties and vehicles to pick on likely cases in which illicitly acquired money would have been invested
(4) Next, examine the sources of information covering lavish expenditure, e.g., on celebration like those on marriages, birthdays, foreign jaunts, medical treatment in expensive hospitals, vendors of drinks, vendors of jewellery; pick on suspects of the corrupt from such records
(4+1) Armed with data from sources such as those at (3) and (4) above, confront and interrogate the suspects or conduct a raid
(6) Make legal provisions for conferring necessary powers on ACBs for performing the functions enumerated above
(7) Make provisions for enabling the ACBs to carry out the above-said functions by providing them with enough of staff or volunteers (e.g., from able, healthy and willing retirees), and by providing ACBs with enough financial resources, vehicles and even arms (to protect themselves against the violent and roguish types amongst the suspected corrupt.
(8) Make legal provisions for targeting a functionary in any capacity, however high he or she may be, whether in Central or State or Local Government or Organizations or Bodies
(9) Make legal provisions for Courts to function with speed and not in the usual dilatory manner.
(10) Create machinery and infrastructure for keeping ACBs on watch with reference to their accountability on excesses and inadequacies. more

Politician when get their work done by illegal way the bureaucrats harassed or fed up from it and officers start illegal work and get money from public. more  
Corruption starts with politicians. Let the political parties stop issuing tickets to those, who have criminal records. more  
To eradicate corruption, the State governments will have to play a more proactive role as majority of the public dealing/social welfare departments are with them. So far, Lokayukta institution has been a non functional entity. ACBs work at the instructions of ruling party. The politicians are directly or indirectly involved in corruption, collection of unauthorised taxes, illegal mining etc. So we do not foresee any improvement in controlling corruption in near future as the CMs are 'Kings' of the States. more  
Not only in India, it is habituated in all countries in the world that, to get work done a bit faster, one should pay extra amount to agent / broker in no. of departments in Govt. sector to get work done. This has become a part in our daily lives and removing it will be difficult and will take very long time. more  
1. Take up cases of corruption by politicians on fast track and mete out exemplary punishment quickly the corrupt bureaucrats will automatically get sorted out. 2. I agree with Mr Khare on percentage of other catagories but upright percentage would be 10 out of which 9 would be the meek types who just want to finish their tenure without antagonising their juniors and seniors. Remaining 1percent who want to fight corruption get sorted out by both juniors and seniors. I can say this from personal experience more
