No country and certainly not a country like India with huge illiterate and poverty stricken population can change with change of a Prime Minister only. We have had a good number of good Prime Ministers but our country getting more and more into quagmire of economic inequality, poor quality education , inordinately delayed delivery of justice and ubiquitous corruption!
This has to do with ground level scenario like schools without teachers, hospitals without doctors, offices without officers and public life sans regard to law and order enforcement!! Prime Minister Modiji is very hardworking , honest and full of visions for the future. His innovative schemes like swachha Bharat, jan dhan, Beti bachao Beti padhao , make in India etc bear testimony to his vision. But what fails in our country is ground level administration and delivery system. People never get to see a Govt working for them! They have to run around or wait indefinitely to get their dues.
So, as a start-up let (1) Govt come up with well- thought out plans and subsidy system to make agriculture and agriculture based small and medium scale industries a respectable and profitable occupation.(2) all primary and high schools have one teacher per class with a Head Master , sports teacher and art or music teacher as additionals. A library , a laboratory , a boundary wall and separate toilets for boys and girls be musts for all schools. (3).all dispensaries and hospitals be fully equipped with staff and infrastructure facilities at all times. A lot more can be added but these are the very minimum to make life in villages a little above the present misery.
The last but not the least is politics and role of State Governments. We call present political system democratic but everyone knows that all political parties spend thousands of crores in bribing to vote for them. Infact, sometimes ruling parties do it under police and bureaucratic cover!! This MUST stop. May be making police dept completely independent like Scotland Yard will help improve the situation. Secondly, most of the State Govt administration are conspicuous by their absence. These are much worse compared with Central Govt. This renders all discussions with State Govts in the name of federal structure vacuous as nothing really happens at grassroots level excepting high sounding words and plans. So the single most necessity like EDUCATION to take a nation above present level of poverty, corruption, superstition, illiteracy should be taken out of concurrent list to central list. At the higher education level there must be Indian Education Service to make higher education uniform throughout the country and gradually take it to international level in an uniform manner rather than having one institution here and another there. more

Sri Ramcfhandra Dev in the Post on Conflict of Interest for Government Employees has notified the real poisoning attitude of the Governments in enforcing the Laws and Acts in Force even in this Government Jobs also which in deed is aught to be exercised through lifting out those completed 20 or even by extension , 25 years to carry the articles of the Constitution to provide opportunities in the share of the Government to majority of various Citizen even reviving the Economical and Social Status of the Backward Classes . This itself prove the miscarry of the objective spirit and ethics of providing these articles in the very Constitution . It is really a strange , none of the Governing Bodies and Judiciary as well as any President of India thought on this prominent issue not only to curtail corruption and fraud , but also address the majority of those Backward Classes timely . The very reason is only because of opting the Casts instead of Classes in treating the Backward Classes and this also was in number of times , specified by the Supreme Court of India in Judgments given ; is only at the Selfish Political Power Thirst and now totally to be Reformed at the interest of general public honoring the Judgments and claims of many multiple Citizen those are Striving and Starving too . Article 21 , 15 , 16 , 45 and 46 are also to be kept in view while addressing this issue please . more
