according to me top 10 civic senses need to be promoted is : 1. No dumping of garbage on the roads or foot paths.( provide recycling centres ) 2. No spiting or urinating on the public place(provide Sulabh Shochalyas) 3. Banning Smoking in public( vendors of cigaretts should have license) 4. Control on Raddhi shops ( as they spill and dump all the papers and other materials on the foot path and roads) 5. Control on Mutton and chiken selling shops ( as they through all the unused flesh & bones on the road and pollute the air with strench and the same gets clogged in the gutters and man holes) 6. ban on tying cows,horses,goats on the foot paths in residential areas. 7. Consfication of licence of vehicles emmitting smoke and making noise ( specialy the auto, buses, vans and trucks) 8. control/ban on eatries on road side shops ( as the customers throw the paper plates,cups and papers on the road) 9. control /ban on veg,fruit and other eataries vendors on roads as they throw the leftovers/and peels on the road. 10.control/ban on washing of vehicles on the standing on the roads, as the water gets collected on the road and damages the road and also makes dificult for pedstrains to walk as the water splashes on them as vehicles go over the collected water. If the above is implemented seriously and heavy penalty is imposed in an unbiased manner, without discriminating as to who is commiting the above uncleanliness, things will certainly get in control. more  
The following are the top priority 10 civic cense which needs to be promoted actively to achieve Swachh Bharat 1.Defecate only in toilets. Avoid urination and defecation in public places 2.Segregate waste at home and dispose responsibly 3.Carry reusable bags for your shopping. Avoid or reduce the use of plastic bags 4.Promote and adopt organic waste composting. 60% of waste can be disposed at source 5.Dispose garbage responsibly. Avoid littering. Do throw it in a dustbin or take it back home and dispose responsibly 6.Save water and reduce consumption to less than 135 litres per person per day. Help reduce the sewage water polluting the environment 7.Do not spit in public space 8.Avoid littering cigarette butt in public space. Dispose in appropriate bins 9.Use Public property with care. Avoid damaging or spoiling public property 10.Shop only in neighborhood stores which take care of the environment more  
1. should not spit on road, while on travel. 2.should not urinate in open. 3. should not defecate in open. 4. should not throw away paper or solid waste on ground. 5. should wash hands in the wash basin and should not make floors earby wet. 6.should be groomed well without body odour. 7.avoid stinky shoes and socks. 8.should keep work place and home clean. 9.should not throw away used bottles, cans and food wrappings on road or away from train or bus. more  
We know that production of most of tobacco products is Central PSU ie ITC. This is only because it's earning revenue for Govt. Until unless the Govt gives priority to social cause over revenue things will not improve. No ban on public shall be successful. It will only create black money and promote corruption. more
