May I propose a topic for eliciting views of members of this Local Circle? The issue is:
Is a minimum qualification necessary and worth stipulating for candidates standing for political election?
My view is as follows.
Minimum qualification is not necessary as many of the topics required to be learnt (including Mathematics and Science may not be found interesting with the result that the Test conducted for a minimum qualification may not be passed by some electoral candidates.(Quite a few examples like Kamraj Nadar, Uma Bharati of such candidates have been come across) But a candidate for political election must be able to read and write at least in one language; in addition he or she must be politically savvy in the sense he or she perceives the needs and expectations of the public in his constituency and can articulate the same in the legislative body to which the candidate is elected. He/she must be aware of how the political system functions. Taking these requirements into account each electoral candidate may be required to go through a Test (which can be mainly verbal) and may have to come out successful in the Test. more
