May I propose a topic for eliciting views of members of this Local Circle? The issue is:
Is a minimum qualification necessary and worth stipulating for candidates standing for political election?
My view is as follows.
Minimum qualification is not necessary as many of the topics required to be learnt (including Mathematics and Science may not be found interesting with the result that the Test conducted for a minimum qualification may not be passed by some electoral candidates.(Quite a few examples like Kamraj Nadar, Uma Bharati of such candidates have been come across) But a candidate for political election must be able to read and write at least in one language; in addition he or she must be politically savvy in the sense he or she perceives the needs and expectations of the public in his constituency and can articulate the same in the legislative body to which the candidate is elected. He/she must be aware of how the political system functions. Taking these requirements into account each electoral candidate may be required to go through a Test (which can be mainly verbal) and may have to come out successful in the Test. more  

Referring to Mr.Raajesh Kumar's posting I agree that preferably candidates for the posts of elected representative may be Law or Political Science Graduates. But it may be remembered that the main role of an elected representative is to represent the needs, preferences and expectations of the electorate and knowledge relating to Law and Political Science or other subjects can be supplied by Civil Servants who assist and support the elected representatives. Hence in my opinion the minimum qualification need not be Political Science or Law Graduation. more  
Sir with due respect, Political Science or law Graduate should be minimum qualification alongwith working experience of 15 years in any field, to contest a election. Now people are aspiring political carrer they should have some stream expertise. No one understand our constitution and they contest election and make law for India. All the IAS who reach to be secretary of a Dept, after such a rigrous working for 25 years, and, who are being dictated by the person who do not know how to talk how to debate in parliament or assembly. How can administration be improvised? I would rather go to say the voting right should be given to graduates only. more  
The political candidates under the Democratic Rule like India , if Socially bound and possess enthusiasm , service motto and conversant with the common living of the Citizen of his area with explaining capacity is entirely enough to become a Legislator . If this democratic application is discarded , there will not be any democracy set to the whole places of the Country . For a country still about 46 % population are illiterates , any change of this is unjust in democratic norms and ethics . The purpose of dividing the State Boundaries based on Language is not only to have shared feeling at ease for lively hood but also for achieving better communication at ease for the rule and administration of the States . The Rajya Sabha in Parliament and the Legislative Councils in the States were in deed meant for the subject expertise induction and on the other hand , to eliminate the purchase of Votes etc., malpractices by the selfish Politicians . The issue of Local Body Elections set to be non Political also is only to secure the purpose of non-political administration in all local Bodies like Panchayats , Mandal / Regional Parishads and , the Zilla Partishads . If we think analytically with a critic mind , the whole tempo , ethics , and norms of public administration in Indian Democracy was purposefully diluted and diversified by the changed politicians since after 1975 .
