About illegal constructions in parking area in Aravali vihar, Sainik Colony

How to handle and stop the illegal construction process going on in the parking areas of so many flats in aravali vihar, sainik colony. Already there is drastic scarcity of water here and moreover construction going on leading to rise in more water consumption.
