Accidents and traffic controls
I suggest following for better traffic and control.
We should have central authority (private company) to collect traffic fines and controls. Their responsibility should be collecting fines and controlling traffic. They should have power to deduct money from the bank account in case of evidences. If people do not send money the authority can increase by 20% on every time. and after three times authority can deduct money from bank account. If this work is given to any company then they will keep 60% of collected money 40% they have to pay to government. If this will be implemented accidents will reduce to half with in a year.
Traffic licenses also should be in three stages. Learner, Driver and Expert. These licenses will be also given by this company (authority). Learner exams should be written exams in which they will ask 25 questions, 15 should be word questions and 10 should be symbols. After this exam leaner shall be capable to drive under trainer. Trainer also should have training license. After 20 lessons Learner should be capable to appear drive test. Private company will take drive test, who will be penalized for any event of accident on road if any of their client did the accident. Driver and expert must have the Rs. 50 lakhs insurance coverage. After checking the insurance papers the driver can get the driver's license. Drivers can surrender their licenses when they don't want to drive. After each incident of accident insurance premium will increase by 20% minimum. Expert driver will pay only 50% insurance premium. With experience the premium will reduce by 6 % every year if there is no evidence of accident. more

The traffic rules are not followed which leads to the majority of the accidents. Lane discipline is lacking, people cross highways, stop on with no warning signal or change lanes. All drivers even though they possess a valid driving license need to go for retest and sit for exam and clear to be eligible to drive. There are lot of license less driving and vehicles with temporary registration and no valid insurance on the roads. Traffic police or the highway patrol do not prevent and dangerous driving and are mere spectators. Emergency rescue system is very pathetic and people die or crippled as they do not get medical attention in time. The corpse and the vehicles involved are on the roads too long causing further inconvenience to the other commuters and a sorrow for the kith and kin of the victims. Creation of a dedicated two wheeler lane on all roads in the towns and cities and highways is a necessity. Tolls on the highways are to be removed and instead have them on entry and exit so that the commuter is charged based on usage, reduce stoppage and delay on the high way. Create rest areas every 50-60 Kms and let the hawkers and vendors have shops there so that there is no stoppage of vehicles on the high ways. Any stationary vehicle to be cleared within an span of 30 min to reduce interruptions to traffic flow. more

There should be separate expert driver road test. They will be asked to drive on highways. more

Surrender can be set through online system means if I want to surrender license for one month I can log in and surrender my license for two moths. Surrender can be done temporarily as and when it is required. When driver surrender license they insurance will stop automatically for those days through online systems. more
