Life of vehicle depends mostly on date notified and also legally on the Functioning of the Vehicle. Owner of the vehicle alone has to decide whether to get extension of life inits good condition [ on repairing if opted ] . Both in the case of failure of condition of vehicle and, non acceptance for renewal by Authority after inspection , THE RESPONSIBILITY OF THE VEHICLE LIES WITH OWNER whether to sell , or sell under scrap , or store in his place if unpurcahsed . The condition of Life of Vehicle is the probable maximum time for its functioning in a safe running condition and Government will not have any responsibility except to extend or reject based on its condition . more
Recently I read in the papers that the Government wants to restrict the extension of Fitness certificate to 20 years for commercial vehicles. However for private vehicles they do not want to restrict it and a further five year period can be availed if the vehicle is well maintained and pollution fitness certificate is available. They are planning to bring a legislation to ensure that those selling their vehicle for scrap can have some incentive like lower GST for the scrap value amount if one is purchasing a new vehicle. So do obtain a proper receipt and certificate while selling the vehicle for scrap and do ensure that the RC book is retained with you for cancellation. You may have to wait a few months for the necessary legislation to be passed. Instead of jettisoning the vehicle in a water body as someone has jocularly suggested, you could donate it to a body like Salvation Army who could use it for educative purposes in mechanics' workshop and give the necessary certificate.
