Addl Inputs on Swachh Bharat Cess Funds Deployment
Swatch Bharat Cess is good so long as its utilization is done for the benefit of Swatch Bharath ( achieving complete success by 2019 Mahatma's birthday) on a Pan India basis. Towards this the fund should be utilized for the following:
1. All Civic bodies should be made to go for e-tendering of the civic jobs to bring 100% transperancy in awarding of contracts for Roads & other civic amenities.
2. Every tender after award to a Contractor should have an accountability clause to rectify defects when it occurs during the warranty period. A 20% retention money is to be incorporated in every contract till compliance is visible and there after it can be relaxed to 10/15%.
3. Full computerization of all civic agencies across the country for transparent working with no scope for discretion except at the Apex level .
4. Linking of all Civic agencies with the Central Ministry of Urban Development and allocation of funds based on performance evaluation
If the Funds are utilized in this manner it will be in the NationaL Interest and justice to Tax Payers of this country
