Addl Inputs Sought: Minimizing Terror Risk

Minimizing Risk of Terrorism in Railways

1. A feasibility study could be done of monitoring complete track network through a satellite for any act of disruption
2. Village panchayat and city authorities should be delegated the responsibility of keeping a vigil on the tracks passing through their area
3. Like airports, only passengers with tickets should be allowed entry into the station
4. Baggage limits should be set as per the train/duration of journey
5. Bags should be properly screened before entering the station
6. Luggage identification should be done in all trains on board by the TTEs
7. Checking of the luggage should be outsourced to a private agency which is trained like airports
8. CCTV cameras should be installed on the platforms
9. The CCTV cameras should have face identification software and a direct link to national crime records
10. The doors of the train should not open while the train is moving or has stopped somewhere other than the station
11. Development & implementation of STSS (Space Tracking & Surveillance System) should be done for the surveillance of the unmanned railway lines
12. Parking shall be located away from the station structure and separated by physical barriers
13. All vehicles entering the station should pass through an automatic vehicle scanner installed underground at vehicle entry points and connected to central control room for monitoring
14. Vehicular access to station operation area should be limited to the drop off points and parking in specific areas should not be permitted at all
15. All station entrances pedestrian access ways that are adjacent to vehicular pathways and must be provided with tight security
16. Emergency evacuation plans should be displayed across the station
17. Any structure that shares a wall with the station structure or is on the perimeter boundary should not have an opening into the station area
18. Illegal vendors, beggars, rag pickers & illegal coolies should not be allowed neither in the train nor at railway platform
19. Regular mock drills should be carried out across the stations
20. RPF should be trained to operate in case of terror attacks
21. Train operator should have CCTV at important points with good communication with vigilant RPF or equivalents
22. RPF should be given latest weapons and equipment
23. Like in Israel, all staff should undergo basic sensitizing program in identifying suspects, suspect activity, IEDs etc.
24. Walking through railway track should be declared as a crime
25. Automatic cameras such as used in wildlife can be used to detect any unwanted movement/ sabotage of railway tracks, with proper monitoring by GRP
26. Passengers should be allowed to complain online and post photo and video of any wrong doing
27. Metal detectors should be installed at every station. more

Unauthorized vendors menace has increased even in AC compartments.This is in connivance with security personnel and TC are just ignoring it. more  
*Additions * *A camera watch should be on C and D vending staff for their nefarious activity.* *Protection force should protect the interest of the passengers, who are mostly harassing the passengers. Ironically sayin can be police help is read as help police by giving some chores. Only licenced persons may stay inside the campus. Let them do the business. I repeat it is the police that is responsible in allowing goons and looter in the compartment.* more  
I am concerned that full fare is charged for RAC tickets. Many times RAC ticket holder completes journey with a seat i.e.without a berth. I am also concerned that express fare is charged for total journey whereas train performs part of the journey as a passenger train viz. Howrah-Amritsar Exp.(13049/13050) runs from HWH to LKO as passenger; lko to amritsar as express. more  
Unfortunately, many major Station Like Bengaluru does not have Luggage scanning facility, Ramp & Escalator for Elderly & Sick patients. Unless this is provided rules can not be enforced. Launch an App , wherein a co-passenger can report illegal activity with Photo. Hotline no with Train T T E or GUARD. more
