Addressing Forced Land Acquisition – Solutions
1. Farmers should be compensated based on actual market rates at the time when the physical land transfer takes place and not on some old theoretical circle rates
2. The compensation transfer should happen within 24 hours of land transfer any time farmer land is acquired by NHAI or any other department
3. If a farmer is not able to afford a lawyer while selling their land, they should be provided a lawyer from the Government’s side
4. The authorities concerned must be more precisely transparent while appraising farmers regarding the absolute necessity of the land to Government
5. The offer of the compensation must be in mutual understanding between Government Authorities and village / panchayat head or farmers' representatives
6. In all circumstances the most logical road path should be used and plans shouldn’t be changed just because a particular land belongs to a politician or if someone pays off
7. One job per house should also be given to the farmer when their farms are acquired by the government
8. Any constructions like places of worship, cremation places etc., coming in the way of public facilities should be relocated instead of circumventing them and allowing them to be an obstacle
9. The Govt should pay the compensation through Bank in the Jan Dhan Account of the Farmers to maintain complete accountability and transparency of the transaction
10. Land acquisition must be made more systematic through a process of education, information and acquisition
11. An officer should be appointed in every district to look into the complaints of forced land acquisitions
12. This officer should report directly to the district magistrate
13. Such complaints should be tackled on a fast track basis
14. Resource centres should be opened in districts across India where the farmers could go to get information about land prices, understand what kind of contracts they are getting into etc.
15. Farmers should be made to understand the process of land acquisition through their zila panchayat
16. Govt should work with Citizens to find out about land mafia and start taking actions
17. Government officers found taking bribes to help people acquire land forcefully should immediately be suspended
18. An enquiry committee should be established to investigate forced land acquisition done by NHAI in the last 5 years. more
Businessing on Land really defies the concept of Land and its restrictions to the Nature of Use . Preference to be on Housing and Agriculture . Housing also not for beyond 2 Houses per Family since Land is Scarce .
Every Citizen need to assist and allow the Government to take care of the livelihood infrastructure as well as Industrial Infrastructure besides the main issue of Water and Transportation routes connecting all living places . This responsibility do not in deed tender more than the Market Rate specified by the Governments Periodically since last 6 decades . more
