This has not been implemented strictly .Educated individuals but not very aware ,the maid, servants , labourers continue to burn as they have no solution to the dry foliage which is heavy in December ,Municipalities must clear this .A directive to this effect must be given by the ministry to all municipalities . Municipalities must start a compost section and make money for the department if they have adequate land at their disposal. In west they use mobile suction apparatus on the roads with wide bore pipes ,to suck foliage . And use mobile truck hoisted cutting machines for tree branches which is cut in to small pieces instantly and bagged and transported. All tree cutting departments ,like phones, electricity ,cable layers must use such machines when obstructing tree branches need cutting . more  

We must not forget that discipline and law can't be 100% enforced unless people have fear of punitive action in the event of violating the laws. The list does not have any such clause and/or provision. more  

1.First of all awareness is very important law only cannot solve the problem in the form of ROAD SHOW/QUIZ IN SCHOOL AND COLLEGES/POSTERS from root level to top and from rural to city areas what are the bad effects on the living being and to the environment. 2.Exploration and implementation of new technologies/development of infrastructures for utilization/conversion of the garbage to useful products 3.Private parties to be engaged to safe collection and disposal more
