Addressing Medical Lab Malpractices – Solutions

1. A Government agency should be constituted to keep a check on the private medical labs and diagnostic centres
2. This agency should also be given the task of rating these labs on a set parameter
3. Government labs should be upgraded and brought up to the standards of private labs
4. Reports should be generated within 24 hours of doing the test and should be available online
5. It must be made illegal for the doctors to accept money from the labs for referrals
6. Mistakes in the reports should be severely penalised
7. If a lab is found indulging in ‘sink tests’ it should be tried for cancellation of license
8. Labs should not be allowed to charge more that the prescribed Government rate
9. Cost and standard can be put on National Health website
10. Labs found indulging in sex determination should be criminally prosecuted more

The govt. and NGO's should collaborate to open community diagnostic centres. more  
Prescribing costly tests not relevant to symptoms and/or disease of patients should be liability on doctors to recover double the cost of test by govt. agencies. more  
There is no doubt whatsoever that Doctors/Hospitals/Nursing Homes exploit hapless patients left right and center. And what is worse that it's getting worse every time we consult them. Even old and familiar Doctors who have been better earlier, and are still good as doctors are turning exponentially greedier and greedier. I think there is not only unholy nexus among doctors, pathologists/labs, and chemists, there is also unholy competition among them as to who can milk the helpless patients more. And Govt agencies are the most likely candidates to join such nexuses. Corruption is so ingrained in our national DNA that whatever measure we think of is unlikely to yield any effective remedy SO LONG AS the TOPMOST POLITICAL LEADER whom we elect is totally above board in all respects and at all times. Frankly, I do not yet see any in any horizon. Yes, in recent times, we have seen some isolated hopes but they too are fast proving to be somewhat self-serving demons in saints' skins. It's not important what's the issue in hand - be it doctors/chemists, or be it rapes and molestations, or be it VVIP privileges, or be it Public Utilities, or Roads, Traffic, Pollution, Net Neutrality, Reservation, Riots, Disaster, or whatever. Let's face it, we really really need at least one such Political Leader with Character at the very helm, whom Swami Vivekananda would have endorsed and loved to have there. Poor we! Addressing scattered issues can help only temporarily and partially, only BUILDING CHARACTER can address all issues simultaneously and totally. We need to create a new generation with character. Making well-crafted and exhaustive Value Education mandatory and promoting a lot of "Value Camps" up to the age of 16 can help us get that generation in place in next decade and a half. But the same pre-requisite would still remain- e.g., a Leader at the helm with true character. We must keep praying to Lord so that our nation is bestowed with such a Leader sooner than later. I am sorry for the length of this post but just couldn't help it. more  
Aptly put, creation of a Govt agency to regulate these will most likely not solve the problem and may end up breeding corruption. Instead Govt can lay down parameters for these labs and independent agencies (similar to audit firms) should audit the labs on these parameters, and their reports should be made public (put up on appropriate websites). The Govt regulator may however to empowered to initiate action based on these reports. The same data can also be used to rate & rank these labs and top few should be honoured. more  
By creating a Govt. Agency, the things will improve is doubtful, because the credibility of Govt agencies is very low.In fact it should be an NGO consisting of highly credible people paid by Govt. to conduct frequent trials in presence of media. more
