Addressing Open Defecation - Inputs on Solutions

A 2014 joint report by WHO and UNESCO states that 597 Million Indians still defecate in the open.

With this post, we seek your views on how the Government can go about building and sustaining working toilets and driving usage of toilets.

Here are some of the key questions we need to answer:
1) How does India build toilets for these 597M people through efforts of Central Government, State Government, NGOs, Corporates, Citizens?

2) How does India ensure these toilets stay in working conditions?

3) How do we ensure that all Indians are using toilets and not defecating in the open despite working toilets?

4) Are there any short term solutions to reduce open defecation and its hazardous impact to health of citizens?

This is a subject of great importance and we look forward to your views on the subject.

We know that life is a cycle. Birth-kid life-Young life-mature life-retirement life-expiry of life. Excess of everything creates extra. In ideal village life, where life circle goes smooth, and cow dung is used as fertiliser, And this very is in excess then it creates a problem. In big cities, where the population is excess, do not recycle waste outputs. We should allow a city to grow to such extent, where it can recycle its waste. Anil Kumar more  
I have observed in villages as well as town that people are not able to use public toilets or individual toilets due to lack of sufficient water. therefore it is necessary that government makes sufficient water available along with making toilets or else the entire exercise will be futile as people will not use use the toilet due to lack of sufficient water. Or such toilets should be made which do not require lot of water. The toilets at railway stations, bus depots and various public places can be maintained properly and locals be allowed to use them. This will ensure additional availability of toilets for people with out much investment from the Government. The toilets should be maintained in a manner that they do not stink so that more people will be inclined to use them. Strict implementation of government schemes by officials is necessary to achieve desired results particularly in rural areas. more  
can we have some statistics on who are the people , the education level, rural or urban and are they doing it because of poverty or the like open defecation. Open defecation can be controlled by education , poverty alleviation and building toilets . Indians need motivation. People with Toilets at home should be only eligible for subsidies in govt. This will motivate them.In slums govt must enforce use of good toilets by building good ones and enforce the usage by appointing supervisors from the slum ( payed by the fine money they collect ) and periodically supervised by the municipality. In all shops there must be toilet for the customers.In all buildings and condos, there are no toilets for the watchman. These must be attended to. Water free urinals must be used to save water. more  
In India, it is practice of every house hold to keep their house front clean. Daily every housewife used to sweep, wash the floor and draw rangoli invariably . Keeping the house clean is the habit of Indians of past days. Now a days, due to the advent of Apartment culture, these things have been forgotten. more
