Addressing State & Local Corruption
1.”Corruption Control Board “ is to be formulated with authorities like the Consumer Courts honouring the issues of misuse , misallocation , misappropriation , Security for Public Provisions , and the concept of Governance to the General Public promptly under various Laws .
The issue and Functioning of ACB is different from this Controlling Board of Corruption and Black Money in routine of Public Administration .
2.Corruption can be controlled through Net connected Secret Reporting Cells that shall not disclose the particulars of Caller & e-mailer .
3.Grievance Redress Desks to be introduced confining responsibility of Replying in 7 days of receipt and to be both Manual and , Net Operated .
4.Corruption if Proved , the accused shall be Suspended within 24 Hours and the FIR with details and proofs to be sent to “ CORRUPTION CONTROL BOARD “ which shall conclude the Case and award punishment including retrenchment of Service of the connected persons within 15 days .
5. --All transactions of remittances shall be easy at PRO desk that connected with Cash less than Rs.100 Currency limiting to Rs.2,000/-to Rs.10,000/- as could be prompt in various departments while the balance to be collected through Cards , Postal Orders and Banker’ Cheques .
6--There shall be a Display Poster/Board at these two Chairs notifying that Corruption and Gifts to Staff of any Cadre is punishable under laws of Corruption Control Board .
7--The Public Relation Officers/Help Desks and the concerned Section Head are to be made responsible for the conduct of Functioning in the Office .
1.Municipal Administrations :
--All Reports and Requests on Water , Drains, leakages , Roads and Manholes are to be addressed within 48 hours and shall be mandatory on the Municipality .
--Verification and Permissions shall be started from the 5th Day to end by 45 days and all correspondence be made through e-mail and Cell Phone Messages .
2. Property/Land Registrar’s office
--The Land which is sought for Registration transferring the Property shall be reconciled from the Rights of ownership in Revenue as well as the Title Ownership in Registrar’s Office SINCE THE LAWS IN REGISTRAR OFFICE ARE MADE MANDATORY FOR TRANSFER OF TITLE BY THE REVENUE DIVISIONS WITHIN A WEEK OF MONTHLY TRANSMISSION OF Title Transfer Certificate lodged by the Vendor as per law .
Here , the Section that warrants a request for recording transfer/settlement of Property in the Record of Rights in the Revenue Laws are to be so amended for all TITLE TRANSFERS REGISTERED IN REGISTER OF STAMPS & MORTGAGES .
--The Registrar shall record his inspection report of properties that are valued by him on inspection in certain cases in detail confirming the Open Market Rate and the Government Market Rate on such of the properties in that Street / Survey Number .
--The Registrar shall also confirm with his markings on the back of the Stamps under Registration about the fact that he had verified the Title ownership and is clear and same both in the Registrar Officer Records and , the Record of Rights of the Revenue Division .
--The Registrar also to verify and get satisfied about the legal aspects of the payment of the consideration as per the laws in Force .
3. Electricity
--All Reports and Requests on Fuse of Call , Lines hanging at Road side or on open lands are to be attended as immediately as possible not later than 4 to 6 hours and Reports on Defective or those under deteriorating Tappings , Wires , Transformers etc., are to be addressed within 48 hours though the issue of Working Transformer Replacement takes some more time .
--Verification and Permissions shall be started from the 5th Day to end by 45 days and all correspondence be made through e-mail and Cell Phone Messages .
--The A.E. shall be responsible to check the Contracted Load and the Load installed before giving any order for Connection of Power and Electricity .
--The A.E. shall be responsible to check the quality of the Cables , Wires , Plug points etc., as per existing norms of Safety for the Load before passing Connection of P & E.
--The ADE & DE, and audit department shall be made responsible for the Stocks Purchased , Used and that remain at Stock .
--The ADE & DE and, the audit Department shall be made responsible for the verification of INCOMING LOAD ; DISTRIBUTED LOAD ; CONNECTED LOAD AND, THE UTILISED LOAD of every Substation .
4. MTNL/BSNL
--The DE and the audit department shall be made responsible to check the Demand of public in General ; the coverage of private providers ; and the causes for lapse of BSNL coverage extension ON LAND LINE ; NET CONNECTIVITY ; NET PERFORMANCE IN SPEED AND CONTINUOUS ; THE CELL PHONE CONNECTIVITY AND ITS CONTINUITY IN CARRY , study the reports analysing and report to Higher concerned for necessary Funds and Equipments .
There is absolute necessity of investigation of the above since this itself had taken off the Business and Income of BSNL in the LAST ONE DECADE.
--Verification and Permissions shall be started from the 5th Day to end by 10 to 15 days and all correspondence be made through e-mail and Cell Phone Messages .
--All Reports and Requests on Land Line are to be addressed in 24 hours , Net connectivity and Cellphone issues are to be addressed either on the spot or within one Hour and JE & AEs to be made responsible with punishments in issue of repeat where the System is not failed .
5. Town and Country Planning department
--The application for approval of any layout etc., shall be in the first place shall be verified wither it contain the Certificate Ownership Rights under Revenue Division if applied with Title Deeds ; and the Certificate of Title from Registrar Office confirming the same person as the Owner on that day .
The E.C. shall not be taken as an authenticated Documents in the issue of conformation of Ownership because the E.C. will not disclose the fact on the Property if the Boundaries set in the application as per the documents are not found in their records leading the E.C. imperfect and incorrect .
--Any Survey of land shall be carried only after comparing the Title in Registrar office and , the Rights of ownership in the Revenue Division .
--Any Survey of a land that is part of a Survey Number or a Subdivision , shall be conducted only in the presence of that Village President and the land owners of the FOUR BOUNDARIES .
--Verification and Permissions shall be started from the 5th Day to end by 15 to 30 / 45 days and all correspondence be made through e-mail and Cell Phone Messages . Delay in permissions due to re drawing of Layouts , Maps etc.,
--Permission of layouts shall be only after prompt verification of the Layout and upon the consent of the President of that Panchayat which remove the financial implication of the panchayat / Government at the later date .
6. Fire department
--.Any survey of Fire accident by the Fire Department and the Surveyor shall be in presence of the local Revenue Inspector deputed upon the orders of Gazetted Revenue Officer , Village President / Corporater which is to be jointly signed alongwith the owner of the Property and all those present .
--In the case of an insured Property , the Fire Station Officer has to verify the insurance policy for its validity and shall add his finding on his Survey / Inspecting Report .
--In the issues of Business Houses and Factories , the Statistical Record of that particular 2 months are also to be taken for record alongwith the complaint of fire .
7. Public Works Department
--Just like the Municipal administration policy , this is also to be carried .
8. State Police department
--Political interference is to be eradicated and , the Police Station House Officers are to be bound to implement and operate the laws of the land pertaining to various issues .
--All the FIRs shall be made concluded within 24 hours and action shall be started from and at the Stations where the complaints staged . Any external influence i.e., by Political and Social Associations , Lawyers shall be avoided enforcing the pertinent Law promptly keeping in view the Constitutional Provisions of Equal Application of Law and the laws connected with the Case .
--Any deviation of Police personnel in operating and enforcing the Laws shall be subjected to immediate punishment by the concerned Superintendent of police and , the matter shall be also set to the Corruption Control Board .
--Police are to be made bound to their Promise of oath while joining their Duties and the accused as well as Reporters are to be equally addressed under law for Fast redress of the issue and strive for fast carry of the case in the positive motto and any failure in such discharge , shall be referred to the SP concerned and also refer the matter to the Corruption Control Board which operates real causes of dilution of the Duty .
9. Revenue or Sales Tax department
--“Business Analysis Department “ is to be formulated and implemented to assess the real conduct of volume of Business comparing incoming and outgoing of goods and , Turnover of Goods and Finance which can best help the Governments in realising the real Revenue and Taxes .
This also helps to identify the fraudulent Businessmen , Business Houses as well as the Corrupted Inspecting and Tax Collecting Staff .
--All Business Shops of all cadre are to maintain Bank Accounts and Post Office Accounts and the conduct of account is to be analyzed by the Business Analysis Department to identify the Tax and Revenue Evaders .
--ACB also to have a Separate Cell as “ Business Analysis Department “ which shall aim at identifying the Tax Evaders at par with their Daily Business volume .
--All the Shops shall issue Bills and Electronic Invoices based on the volume / Turnover of their Business .
Shop may appear as small but , its daily turnover of Sales and Purchases will be more than double the Big Shop .
--The Revenue Department of every area shall be equipped with adequate and fit Survey and Recording Staff to maintain and carry the Correct and updated Record of Rights in comparison with the Title Ownership Rights of Sub-Registrar Offices .
--The Revenue Department of every area shall adopt a practice of continued and updated Division and Transfer of Rights of the Lands whenever concluded through Settlements at that Office to carry the Same , Correct and Update Ownership Rights over that particular Land in both the Sub-Registrar Office and the Revenue Divisional Office IN ORDER TO ERADICATE FAKE AND DOUBLE ENJOYMENT OF GOVERNMENT GRANTS , SUBSIDIES etc., etc., besides that arrests any legal dispute leading unrest in parties , time in Courts and government Organs .
10. Excise department
--The audit of the Financial as Well as Quantitative Accounts are to be comprehensively audited and Certified .
--The Excise Department shall daily check the inputs and outputs of every Manufacturing Industry and conform the Yield quantity before taking into Bonded Storage or , allowing in the Production Hall .
--.The Excise Superintendent shall weekly verify the quantitative particulars of the production, Sales and Stock Reports and compare with the Rawmaterial Register to curtail any manipulation .
--.The Sales Tax authorities also shall Weekly verify the Way Bills and Gate Passes of the enterprise and conduct monthly check at Check Posts . For this , every Transport shall carry an additional Way-Bill for submission to Check Posts for their Record of periodical check .
11. Mining department
--.The Corruption Control Department has to conduct Monthly inspection of mines and confirm the VOLUME OF PERMISSION ; EXTENT OF EXTRACTION ; BALANCE & EXPECTED TIME ; and compare with the movement of Goods and for this , the Local Revenue Surveyor also required for prompt and correct carry.
12. Regional Transport Office
--.There shall be a State level observation of Vehicles that could be identified with Number plate those are running on Roads through Digital check that would help in both ways of Safety/Security as well as Double numbered Vehicles .
--.The Break Inspectors are to be held responsible for any miscarry of Vehicles those met with accidents if the inspection and Survey report identified the fitness lapse of that Vehicle .
--.The Manufacturers are also to be addressed if any model of Vehicle metwith second time Fire or Accident leading to Fire of the Vehicle as those already found .
--.The Road inspectors are to be set for punishment for the carry of the illicit or fraudulent [increased] Meter reading of Transport Vehicles like Travel Cars , Autos etc., to arrest the monthly corrupted Earnings .
--. The Traffic Police are to be penalized if they leave off any Car or Auto or Bycicle running with overload of Citizen to reduce monthly set corruption .
--. The system of lucky number allotment is to be Streamlined setting to lottery without opting the system of auction or to allot those pay more for that number .
13. Weights and Measures
--.There shall be retrenchment of area and concerned inspector from Service wherever fraudulent Measuring Machine is identified by any at any time . This only can address the corruption in this department .
--. The inspectors are to be made wholly responsible for verification of Weighing Machines whether Electronic or otherwise every Fortnightly in any size of he Business house or Shop and if he finds second time any malpractice , shall arrange to Seize the Licence or Permission for the Business and in case of non licensed , shall report to the ACB as well as the Corruption Control Board . more
