Addressing Terrorism - Fresh Inputs Sought

On Feb 14th, we faced another terror attack in Pulwama where 39 CRPF personnel have lost their lives. Last year we had extensive discussions on this subject and below are the solutions that were identified to address terrorism.

All of you are invited to share your views as well as give inputs on what should be done to prevent such attacks. We look forward to your inputs!

Solutions Identified to Addressing Terrorism in India

1. Government of India needs to build consensus and have a clear “No Tolerance” policy on terrorism, demonstrated by firm actions
2. Laws regarding terrorism and national security should be strictly implemented
3. Anti-terrorism laws should be further strengthened
4. The people accused of terrorism should undergo a speedy trial
5. Financial surveillance of the potential terrorism funding agencies should be strictly monitored
6. Illegal money laundering should be checked and channels should be broken
7. Two laws that need immediate amendment are PMLA (Prevention of Money Laundering Act) and UAPA (Unlawful Activities Prevention Act)
8. The intra-department coordination between the Indian security agencies and police forces should be improved by connecting all of them via a technology network
9. A formal coordination network between the Indian intelligence and international agencies should be developed
10. Advanced technologies utilized by developed countries should be deployed for border security
11. A national database like Aadhar should be deployed with mobile phone integration should be utilized to track every adult in the country
12. Government (Central and State) should ensure every police station has smartphone, computer and internet access
13. Latest technical infrastructure should be provided to the state police
14. The police should go through regular trainings to upgrade themselves
15. New surveillance techniques should be adopted and CCTV cameras should be installed across cities
16. State police should be provided with modern weapons
17. All security agencies to be autonomous with no political interference. Transfers & appointments should be without political influence & approvals
18. The informer mechanism should be strengthened to anticipate terrorist attacks
19. Whistle blowers and people giving testimonies should be given thorough police protection
20. A dedicated phone number for terror related activities should be started
21. Community reporting for terrorism should be enabled
22. Correct history lessons should be taught in schools to ensure nationalism and patriotism is instilled in ideology
23. The minorities should be educated about family planning and population control
24. Education system in Madarsas should be brought under the Government lens
25. All caste/ religion based reservations should be removed
26. Politics of getting votes should not meddle with security considerations
27. A strict ban should be imposed on hate speeches
28. Serious efforts should be made to separate politics from religion. more

It may be noted that root cause of all terrorist activities is social and/or economic injustice. Cases of criminal activities/atrocities against so-called upper strata people get ignored by police and sometimes the victims are falsely implicated. Court cases linger for decades. Deprived or exploited individuals takes the protection of such underworld outfits. Terrorists are not borne, but are created by the people so-called upper strata people. Epicentre of one such action centre are created, replicates quickly to many and action areas continues to propagate. Kindly ensure social and economic justice in just time and just cost. more  
Both Fear and Political interests are the root causes. Political Rulers mismanaged Constitutional Mandates and grossly neglected Preamble Guarantee of JUSTICE, Social, Economic and Political together the very conditions of FRATERNITY AND NATIONAL INTEGRITY/SECURITY. more  
Then it is surprising that present government who does not have many vested interests to cover did not grab opportunity to rule with military governor and try to bring peace which would have been better than present civil rule. May be lack of courage of conviction. more  
Many people may not agree to this line of thought but please listen to my opinion. We have a large number of stray dogs in India who bark at the least instance of instability. These dogs have nothing to do in life except eat, sleep and defecate. Why not take them up to the LOCs and give them some basic training. They can be settled at the army camps, police stations and army battalions. At night or otherwise, the dogs will bark and warn our soldiers of any untoward incidences and thus we can save precious human lives. They may even surprise the enemy by stealthily biting them. When the enemy yelps in pain our jawans will be alerted. The dog will also get salvation is anything happens to him as he has sacrificed his life for his country. Think of all the widows and orphans in our country as their fathers have sacrificed their lives for our country and us. So what do you think? more  
At present terror attacks are confined to J & K, and are happening as some local people are helping them. It can be controlled by infiltrating agents in large numbers and doubling or quadruple the armed forces so that trouble makers are out numbered. The state should be effectively ruled by an army governor may be by proxy. For sometime have attitude of " Hell with world opinion, put your hands over ears for opposition by third grade politicians and anti India intellectuals and any such organizations. I sincerely believe that we do have capable clean persons in army and civil services. The Will and Courage of Conviction is required. more  
SC in 2017 hearing a PIL on J & K Aggressors/Activists confined and concluded that Govt has enough Authority in establish Peace providing needed Security .

Indian Political Field proved incapable in securing Peaceful Rule since 6 Decades AND, THE APPROPRIATE RULE IS BY ONLY MILITARY in this Region .SC NEED TO INTERVENE TAKING UNDER SUO-MOTU , the present issues read with the Revolting issues / Terror Attacks of the whole period and Order the GOI , the best needed form of Rule and Action . more  
Summary courts must deal with them ,the formalities can be done with eliminate paperwork.time and money. more
