Addressing Under Employment via Budget 2018 - Inputs

In Oct 2016 and May 2017, you had shared inputs on actions needed to reduce under employment. A few things have changed since then with job creation almost at a stand still. Below are your key inputs on how the challenge of under employment must be addressed. As we look at providing Government with Budget 2018 citizen inputs, we urge you to kindly review and if you have any additional specific inputs for employment creation, please share.

Addressing Under Employment in India

1. District wise and sector wise statistics on demand and employment requirements Including available manpower should be developed
2. The employment exchanges should have the educational data as well as skills ratings of candidates
3. HRD must make methodical assessment of future needs of our Industry and align our education curriculums and number of graduates produced in line with them
4. All the Government jobs must be required to publish a skill rating required along with the educational qualifications
5. The reservation policy in jobs should be eliminated
6. The education system should be made skill based instead of the current degree based like in the west
7. Make in India should be implemented in rural areas by giving sizeable incentives to Indian and multinational companies
8. More Mudra Banks in rural areas to finance the setting up of small and micro-units and thereby encourage entrepreneurship and employment generation
9. Skills and training insurance schemes could be introduced for people who are under employed or unemployed so they get access to subsidised or free skills development programs
10. Something like a jobs circle must be started in every city and at national level connecting employers and job seekers and eliminate the connectivity gap
11. MSMEs should be given a boost by the Government, especially those in agro-processing
12. Subsidies should be given to poor/uneducated in starting a small scale industry instead of using caste/religion as criteria. more

We do have a large population and we do have more and more educated and skilled people in various sectors. As a society its necessary we should have more inclusive policies to include more people rather than policies which help in wealth accumulation. We should create a workplace environment where there will be part time work. As a thought if we take an example of an office boy, for 15 days in a month one person will do that work, for the same post for another 15 days it should be another person. And the salary will be paid only for 15 days work. So in that way we will have more people getting jobs as well people get enough time off to take care of their personal work. This should be made applicable across work streams. Should encourage such policies in public / private sector. We do have systems in place, so work should be more system / process dependant than people dependant. more  
Add more part time/ contract teachers/ technicians for placements. more  
Employ more teachers and technicians to make them gainfully employed. more  
Education should focus on character, attitudes building and then knowledge and capability to use the knowledge for problem solving, not getting gold plated certificates from third rate institutions and celebrate them as passport to achievement more  
2013 AND 14 STOOD as years of Educational Motivation AND SKILL development Necessity. Budget to follow. more  
Government must target to address both problem areas: under employment and unemployment. This effort must not be in conflict with the literacy drive for all sections of the society. Basic literacy to enable everyone to undertake banking themselves, to read and assimilate daily news and other information, enable them to carry digital transactions themselves, to learn and prevent digital frauds, and to seek online employment opportunities as well as to quote online for any government or private tenders, etc. Literacy has a great potential to make everyone stand alone with dignity and confidence. It has also a great potential to reduce the rate of population growth without any coercion. This is urgently needed for our nation. Employment opportunities must be made available to all sections of the society. Part time employment opportunities must be opened up for many. Swachh Bharat Mission, Clean Ganga and other water bodies, Digital India have great potential for employment generation. All such potential must be used. Youth, educated or less educated, females requiring different type of job opportunities to manage both family and work together, must be available. Manpower as a resource must not be wasted by keeping them idle and degenerate, cause their own health problems, and other social problems. All sectors, innovation, manufacturing, agricultural, fishing, hospitality sector, education and research must be taken up together. Growth in all sectors to cater to the needs of all types of people shall be available. more
