Addressing Underemployment - Inputs Sought

Over 50% of the recently inducted MTS (Grade 4 - Peon Level) individuals in Government are holding engineering and other specialized degrees. Few months back, it was outlined that 23 Lakh people applied for 368 peon jobs in UP and many of them are holders of PHD, Masters and Bachelors degree.

On the other hand, we have many corporates saying they can't find the right people for the open jobs highlighting that India's top challenge is not just unemployment but underemployment.

With this post, we would like to seek your most specific inputs on what should be done to address the problem of underemployment in India and bridge this skill gap effectively.

Please be super specific in your inputs as they make for actionable recommendations to the Government.

Any qualification must be with a Good Division/Percentage.A third class Engineering Graduate can not expect a good job.He will land in to very lower status job.Many a Colleges do not have proper infrastructure including faculty still providing degrees.Their products will mostly be unemployable. more  
Employed people may be classified as 1) Employed, 2)Temporarily employed, 3) Semi employed, and 4) Under employed. The Govt. Or Niti Aayog should have clear definitions for those categories. Many of the 23 lakh applied in UP may be in fact employed in private companies or individuals. The lure of legitimate and illegitimate benefits of Govt. jobs may be the reason for 23 lakh applications and one cannot conclude from this kind of episodes that the unemployment problem is so alarming. The country cannot aspire to provide govt. standard job to all. more  
The trend in our nation is to obtain education to land good jobs. Why don't we educate our selves to develop confidence in order to do any given job better than any one before? It is called innovation. Also why don't we get educated to develop skill and confidence to strive out by ourselves? The present government has taken a initiative to encourage self startup projects. Of course we, as Bharatiye, would find some lacunae in that well meaning plan to make money by bribe. But yet our land's resources like harnessing the solar energy, harnessing rain run off surface water to recharge our aquifers and provide potable waters without recourse to ground water, the rural handicrafts, all kinds of tourism etc should provide many means of earning a livelihood. Our youth has potential to become inventors and improvisers. more  
We had such Multipurpose Education till 90s. Shall be reinstated aiming Professional and Employable Education. more  
Unless we change the system where bribery will not prevail then we can go ahead. But how can we do that when everyone wants to pay a bribe or be bribed? more  
The output from instituitions does not possess skill of any kind. So the corporates do not find employable candidates. The accademic system does not have faculties with skill and so the output is also unskilled. Facilities in the instituitions need to be addressed together with adding skilled faculties. more
